Passport Services
The United States Department of State Passport Services has designated the City of Highland as an authorized Passport Acceptance Office. U.S. Passports are issued only to U.S. Citizens or Nationals.
Passport applications are accepted by appointment only. No walk-in service available.
There is NO grace period for appointments. Please arrive on time with completed application(s), original documentation, two separate payments and passport photograph. Not doing so will result in you having to reschedule your appointment. All applicants, including minors, MUST be present for the passport appointment.
Effective March 24, 2023:
- Routine processing of a passport application can take 10-13 weeks*. Processing times begin the day an application is received at a passport agency or center, not on the day the customer applied for a passport at an acceptance facility.
- Expedited processing of a passport application (for an additional $60) can take 7-9 weeks*. Processing times begin the day an application is received at a passport agency or center, not on the day the customer applied for a passport at an acceptance facility.
- For faster mailing times, customers may opt to pay for 1-2 day return delivery service ($19.53) of an issued passport book from the Department of State to the customer. Passport cards cannot be mailed back by 1-2 day return delivery.
*Mailing times are not included in processing times. Processing times only include the time your application is at one of our passport agencies or centers. The total time to get your passport includes both processing and mailing times. It may take up to 2 weeks for applications to arrive by mail at a passport agency or center, and up to 2 weeks for you to receive a completed passport in the mail after we print it. Consider the total time it will take to receive your passport when you are booking travel.

The City Clerk's Office provides Passport Acceptance Services by Appointment Only.
Please arrive with completed application(s), original documentation and two separate payments.
- Original certified birth certificate (abstracts are not acceptable) or naturalization papers
- One passport photograph - We do NOT provide photo services at this time.
- The completed application DS-11 Form (PDF), black ink only, no white out. You will not be able to fill out the application(s) at the City Clerk's office.
- Valid driver's license or identification card
- Two separate payments:
- US Department of State payment by check or money order only
- City of Highland payment by cash, card, check or money order.
Passport Book
The Passport Book is good for all international travel by air, sea or land.
Passport Card
The Passport Card is a wallet-size card that can only be used for land and sea travel between the United States and Canada, Mexico, the Caribbean and Bermuda. The passport card cannot be used for international air travel.
Appearance
You must apply in person using Form DS-11 if at least one of the following is true:
- You are applying for your first U.S. passport
- You are under age 16
- Your previous U.S. passport was issued when you were under age 16
- Your previous U.S. passport was lost, stolen, or damaged
- Your previous U.S. passport was issued more than 15 years ago
Bring your completed application. Type or print clearly using black only.
All minors and parents must appear in person when applying for a passport.
Do not sign the application until asked to do so.
Please arrive with completed application(s), original documentation and two separate payments.
Proof of United States Citizenship
- Certified copy of Birth Certificate (California short abstract is not acceptable)
- Naturalization Certificate (only Certified copies showing an agency seal are acceptable)
- Prior Passport
Documents proving United States citizenship will be returned separately when the new passport is issued.
Not Acceptable
- Baptismal Certificates
- Hospital Birth Certificates
- Notification of Birth Certificates
- Photocopies of Certified Certificates
One Passport Photo
Photo must be 2 inches by 2 inches in size, color, with a white or off-white background. Regular candid photos and do-it-yourself booth photos are not acceptable. Visit US Department of State's website for requirements.
Picture Identification State Identification Card
- Current valid driver's license
- Military ID Card
- Minors will use both parents ID
Show Parental Consent
Both parents/guardians must authorize the issuance of a child's passport. The best way to do this is for both parents/guardians to go with the child in person to apply for the passport.

Adult Passport - Age 16 and over (valid for 10 years from the date of issuance) Payable to U.S. Department of State by check or money order only

Child Passport - Age 15 and under (valid for 5 years from date of issuance). Payable to U.S. Dept. of State.
