Processing & Timeline

Staff Review Entitlement Process

  1. Submit Application and Fee to the City
  2. Review by the Planning Division staff to determine if the Application is complete (2 to 5 days)
  3. Environmental Review/CEQA
    1. 1 to 5 days if the project causes no environmental impacts and exempt per CEQA
    2. 45 days if there are impacts which can be mitigated through a mitigated negative declaration
    3. 90 to 180 days if an EIR is required
  4. Analysis by City Staff (5 days)
  5. Final Approval (5 to 10 days if exempt per CEQA and/or EIR is not required)

Design Review Entitlement Process

  1. Submit Application and Fee to the City
  2. Review by the Planning Division to determine if the Application is complete (15 to 30 days)
  3. Environmental Review /CEQA
    1. 1 to 5 days if the project causes no environmental impacts and exempt per CEQA
    2. 45 days if there are impacts which can be mitigated through a mitigated negative declaration
    3. 90 to 180 days if an EIR is required
  4. Notification of the Public and Staff Analysis (30 days)
  5. Presentation of the Analysis to the Planning Commission
  6. Final Approval (45 to 60 days total if an EIR is not required)

Conditional Use Permit (CUP) Entitlement Process

  1. Submit Application and Fee to the City
  2. Review by the Planning Division to determine if the Application is complete (15 to 30 days)
  3. Environmental Review/CEQA
    1. 1 to 5 days if the project causes no environmental impacts and exempt per CEQA
    2. 45 days if there are impacts which can be mitigated through a mitigated negative declaration
    3. 90 to 180 days if an EIR is required
  4. Notification of the Public and Staff Analysis (30 days)
  5. Presentation of the Analysis to the Planning Commission
  6. Approval (60 to 90 days if an EIR is not required)
    1. Design Review Process may also be required and will be processed concurrently with CUP.
