REDEVELOPMENT AGENCY AND CITY COUNCIL

REGULAR MEETING

APRIL 8, 2008 - 6:00 p.m.

 

 

CALL TO ORDER

 

The regular meeting of the City Council and Redevelopment Agency of the City of Highland was called to order at 6:01 p.m. by Mayor Lilburn at the Donahue Council Chambers, 27215 Base Line, Highland, California.

 

The invocation was given by Reverend Wayne Reynolds of Immanuel Baptist Church and the Pledge of Allegiance was led by Mayor Pro Tem Jones.

SPECIAL PRESENTATIONS

 

None

 

COMMUNITY INPUT

 

Mr. Steven Blair stated we need stricter rules regarding dogs especially pit bulls.  He has children in the neighborhood and is concerned with pit bulls in the area.  His own dog was attacked by his neighbor’s pit bulls.  There are minor young children in possession of these dogs and these dogs can outweigh the children walking them.  He is certain a large number of these dogs do not have their required shots nor are they licensed by the city. 

 

Councilwoman Scott asked when Mr. Blair’s dog was attacked, was the dog on a leash because the City of Highland does have a leash law? 

 

Mr. Blair stated no, they were in the backyard.  They chew on the fence and got through to his yard where the dogs attacked his dog.

 

Ms. Faye Jure stated she is still having some problems regarding the building being constructed next door to her property.  She received a letter from the city stating the plans have been submitted for the three homes.  She requested a copy of the plans for the fence and was told she could come in and get a copy.  City staff informed her that the copy would not be ready for another two weeks.  She then waited two weeks and called back and has not heard any word from city staff regarding the plans for the brick wall.  She is again requesting a copy of the plans.

 

 

 

Mr. Drew stated his organization, the San Bernardino Deuces, is not a motorcycle gang.  They are an organization which organizes toy drives, feeds the homeless and has after school programs for the children as well as other needed programs for the community. 

 

CITY COUNCIL/REDEVELOPMENT AGENCY CONSENT CALENDAR

 

A MOTION was made by Mayor Pro Tem Jones, seconded by Councilwoman Scott, to approve the consent calendar as submitted.  Motion carried on a roll call vote, 3-0, with Councilman McCallon and Councilman Timmer being absent.

 

1.         Waive the Reading of All Ordinances

Waived the reading of all Ordinances in their entirety and read by title only.

 

2.         Claim Consideration - Trina Murphy

Rejected claim. 

 

3.         Warrant Register

Approved Warrant Register No. 460 for April 8, 2008, in the amount of $1,131,300.79 and Payroll of $69,775.99.

 

4.         Treasurer’s Report for February 2008

Received and filed Treasurer’s Report for February 2008. 

 

5.         Bid Award – Bid No. 2008-04, “City-Wide Tree Trimming Contract”

1.         Awarded the City-Wide Tree Trimming Contract to West Coast Arborists, Inc., in the amount of $14,400.00; and

2.         Authorized the Mayor to execute the contract.

 

6.         Notice of Completion – Project No. 2002-05 “Fifth Street Improvements – Palm Avenue to Boulder Avenue”

1.         Accepted Project No. 2002-05, “Fifth Street Improvements – Palm Avenue to Boulder Avenue” as complete;

2.         Authorized the Mayor to sign the Notice of Completion; and

3.         Directed the City Clerk to file the Notice of Completion.

 

7.         Declaration of One (1) Vacancy on the Building Code Appeals Board (BCAB)

1.         Declared one (1) seat vacant on the Building Code Appeals Board; and

2.         Directed the City Clerk to advertise the vacancy on the Board.


CITY COUNCIL/REDEVELOPMENT AGENCY PUBLIC HEARING

 

8.         An Ordinance of the City of Highland repealing Chapter 8.50 to Title 8 (Health and Safety) of the Highland Municipal Code, and replacing Chapter 8.50 regarding Noise Control.

 

City Manager Hughes stated staff is requesting the continuance of this item to the next regularly scheduled Council meeting on April 22, 2008.

9.         Update on SANBAG, SCAG, Omnitrans, Work Program and Regional/Legislative Issues/Development Issues/Subcommittees/AB 1234 Updates
